A realistic complete-job budget, what changes the number, what Victorian discounts can cover, and how to compare quotes without buying the wrong capacity.

What a complete system costs in 2026.

For a small 3 bedroom single-storey house, a straightforward 10 kW to 12.5 kW ducted reverse-cycle installation generally costs $14,000 to $18,000. A typical Ballarat family home needing 14 kW to 16 kW, 10 to 14 outlets and 3 to 5 zones is usually $17,000 to $24,000. A large or 2-storey home needing 18 kW to 22 kW, two return-air paths, extensive ductwork or difficult access can reach $22,000 to $32,000.

For rough feasibility only, allow $80 to $130 per m² of conditioned area. A compact 160m² insulated house may sit near the low end. A 220m² weatherboard with high ceilings and large single-glazed windows can exceed the high end. Floor area does not size equipment: room orientation, glass, air leakage, ceiling insulation and the Ballarat winter design condition all affect load.

These prices assume a complete installation with indoor and outdoor equipment, insulated ductwork, outlets, return air, wall controller, standard zoning, condensate drainage, electrical connection, required certificates and commissioning. Cost drivers

Where the extra money actually goes.

Capacity: Moving from a 12.5 kW unit to a 16 kW unit can add $1,500 to $3,500 across equipment, electrical demand and larger airflow components. Do not accept an oversized machine as an upgrade. A unit that cannot turn down far enough may cycle, control humidity poorly and send noisy bursts through small zones.

Zoning and sensors: Basic motorised zones usually add $450 to $900 each once controller capacity and wiring are included. Individual room sensors and a more capable control platform can add $1,500 to $3,500 to the job. Good zoning saves energy and improves comfort, but every zone needs enough open airflow or a designed bypass strategy. Our zoning service covers the practical options.

Duct replacement: Existing gas-heating ducts may be too small, poorly insulated or damaged. Full replacement commonly adds $3,500 to $7,500. Refrigerated cooling can make the outside of poorly insulated ducts sweat in a roof cavity, so this is not the place to preserve old material simply to win the quote.

Electrical and access: A dedicated circuit and ordinary switchboard connection may be included. A crowded old board, consumer-mains upgrade or 3-phase conversion can add $1,500 to $6,000 after an electrician assesses it. Tight roof spaces, fragile ceilings, crane access, double-storey risers and long refrigerant runs can add another $1,000 to $5,000.

Worked examples

Three Ballarat houses, three different budgets.

Wendouree brick veneer, 155m²: A reasonably insulated 3 bedroom home with accessible roof space, 10 outlets and 3 zones. A cold-climate 12.5 kW system with new ducts and ordinary electrical work should budget about $16,500 to $19,500.

Alfredton family home, 205m²: A newer 4 bedroom house with open-plan living, west-facing glass, 13 outlets and 5 zones. A 15 kW to 16 kW inverter system with room sensing should budget $20,000 to $25,000. Better insulation and external shading can keep the load below the next equipment size.

Ballarat East weatherboard, 190m²: High ceilings, air leakage, older single glazing and awkward roof sections can push calculated heating demand well above what floor area suggests. Budget $23,000 to $29,000, but spend the first dollars on ceiling insulation and draught sealing if they are poor. Discounts and paperwork

Victorian Energy Upgrades can change the net price.

The Victorian Energy Upgrades program supports approved high-efficiency reverse-cycle equipment installed through an accredited provider. Published 2026 indicative discounts for replacing ducted gas with eligible ducted reverse cycle are up to $2,520 at 10 kW, $4,200 at 16 kW and $5,530 at 22.4 kW. Replacing an existing ducted reverse-cycle system attracts less, and an installation with no decommissioned appliance may receive up to $410.

Those are maximum indicative amounts, not cash rebates guaranteed after the job. The old system generally must be more than 2 years old, the new product must be approved and a residential product must carry at least a 5-year warranty. The accredited provider must establish eligibility before installation. A trustworthy quote shows the gross price, discount and net price separately.

Air-conditioning plumbing work at $750 or more requires a Victorian plumbing compliance certificate. Electrical work requires a certificate of electrical safety, and refrigerant handling requires the appropriate ARCtick licence. Ask for all certificates and warranty registration at handover. A standard domestic outdoor unit generally does not need a planning permit, but heritage overlays, owners corporation rules and unusual siting can change that. Compare quotes

Seven lines every quote should contain.

  1. Exact indoor and outdoor model numbers, not a brand family.
  2. Rated heating and cooling capacity, plus low-temperature heating performance.
  3. Outlet, zone and sensor schedule by room.
  4. Duct diameters, insulation rating and return-air size.
  5. Outdoor-unit position, condensate route and noise considerations.
  6. Electrical scope, certificates, warranty and commissioning results.
  7. Gross price, confirmed VEU discount and final price including GST.

Get at least 2 comparable written quotes in April to September. Read the Ballarat installer checklist, then question any price that omits a room-by-room load calculation or roof inspection. Cheap capacity is not useful capacity if the ducts cannot deliver it.
